The application sends low-volume, intermittent packets from a Compute Engine VM to a destination in your on-premises environment over a pair of Cloud Interconnect VLAN attachments. You've already verified that Cloud Next Generation Firewall (Cloud NGFW) rules do not deny egress traffic, and there are no explicit allow rules either.
