NIST Special Publication 800-53 organizes controls into families and provides baseline selections and tailoring guidance so organizations can select and apply controls appropriate to their systems. The publication also maps security controls to privacy requirements and integrates with the RMF steps described in other NIST guidance.

NIST Special Publication 800-37 is guidance on the Risk Management Framework process and on how to apply it to systems. It does not itself provide the comprehensive catalog of security and privacy controls and so it is not the correct choice.
