Configuration > Node > Resource is correct. This is the required hierarchy for a Desired State Configuration file when using Azure Automation State Configuration.

The Configuration > Node > Resource pattern means you declare a configuration block at the top level which defines the configuration name and parameters. Inside that configuration you create one or more node blocks that target specific machines or node groups. Within each node block you list the resource declarations that define the desired state for that node, for example file or package resources.

Configuration > Resource > Node is wrong because resources must be scoped inside node blocks and not the other way around. A configuration file first organizes targets as nodes and then applies resources to those nodes.

Node > Configuration > Resource is wrong because the configuration block must come first to define the configuration context and parameters. You cannot define nodes outside of a containing configuration block.

Resource > Configuration > Node is wrong because resources are the lowest level of the hierarchy and they must be placed inside node blocks which in turn are inside a configuration block. Starting with a resource would violate the DSC file structure.
