The correct choice is Latency-based routing policy. This policy directs each user to the AWS Region that returns the lowest round trip time so it gives the quickest connection for the requester.

With Latency-based routing policy Route 53 evaluates latency to available Regions and returns the record for the Region with the lowest measured latency. For NovaTrips running identical stacks in three Regions this behavior ensures users are routed automatically to the Region that is likely to provide the best responsiveness.

Failover routing policy is intended for active passive failover and uses health checks to route traffic to a standby endpoint when a primary is unhealthy. It does not optimize for latency.

Weighted routing policy distributes queries according to percentages that you assign and does not use real time network performance to choose endpoints.

Geolocation routing policy routes based on the geographic origin of the DNS query and does not guarantee the lowest network latency because geographic proximity does not always equate to the fastest network path.
